Meet Our Lead Team

Dugan P. Kelley


Dugan P. Kelley co-founded Kelley Clarke, PC, aiming to provide big firm expertise locally. The firm, with offices in Prosper, Texas, and Santa Barbara, California, operates nationally and specializes in securities and real estate. Mr. Kelley, who chairs the firm’s related practice groups, has facilitated real estate transactions over $2 billion. His experience spans 20 years in trial and litigation, including a tenure at Cappello & Noel and defending healthcare professionals at Bonne, Bridges, Mueller, O’Keefe & Nichols. Additionally, he served as an adjunct law professor and has been recognized as a “Super Lawyer Rising Star.” Mr. Kelley is also a best-selling author and active in non-profit work, including efforts against human trafficking. He lives with his wife, Michelle, and their three sons, participating actively in their church and community. 

Matthew M. Clarke


Matthew Clarke is the chair of Kelley | Clarke’s litigation department. He is licensed to practice in California, Texas, and New York. During his 30 years of practice, Mr. Clarke has obtained more than $190 million in verdicts and settlements as well as helping the firm structure transactions involving real estate valued at more than $2 billion dollars. Mr. Clarke actively tries cases for both defendants as well as plaintiffs in State Courts, Federal Courts, Arbitrators, FINRA, and other regulatory agencies throughout the country. Previously, he was a partner at Cappello & Noel in Santa Barbara, California, specializing in lender liability. Notably, Mr. Clarke’s longest trial involved an 11-month construction defect case with a substantial multi-million dollar judgment. He has also achieved significant verdicts in cases involving private equity, wrongful death, and other serious matters. A recognized “Super Lawyer Rising Star” in 2009 and 2010, Mr. Clarke is known for his proactive risk management and effective problem-solving. Active in his community and the Santa Barbara County Bar Association, he contributes to legal discussions and publications. Mr. Clarke, his wife Sofia, and their three sons are deeply involved in their local church and various non-profits. 

Jon Keith


Jon Keith serves as the Chief Financial Officer of Way Maker Advisors and Kelley | Clarke, PC. a legal services organization that specializes in real estate, securities, and litigation. He has served as a Finance and IT leader for over 20 years for both Hunt Consolidated, and Interstate Batteries in the areas of Financial Planning & Analytics, Accounting, Enterprise Risk Management, and Strategic IT Services. Jon obtained his MBA from Southern Methodist University, as well as Accounting and Economics undergraduate degrees from the University of Texas, and currently holds his FP&A certification from the Association of Financial Professionals, a Series 7, Series 24 and a Series 65 required for Investment Advisor Representatives.

Rachel Soeth


Rachel Soeth, a member of Kelley Clarke’s litigation team, specializes in business and commercial litigation, criminal defense, and family law. With over 10 years of trial experience, she has passionately represented clients across various jurisdictions, emphasizing responsiveness, honesty, and successful outcomes. As a former Assistant District Attorney for Collin County, Rachel has argued before Texas appellate courts and worked with local courts to support disadvantaged and high-risk youth through diversionary programs. A graduate of The University of Texas at Austin and Baylor Law School, Rachel enjoys spending time with her family, reading mystery novels, and exploring new culinary experiences.

Luke Doane


Luke Doane, originally from Enid, Oklahoma, began his career as a legal assistant to Stephen Jones, gaining experience in high-profile criminal defense, tort law, and various legal fields. He pursued his law degree at the University of Oklahoma, where he interned at Mitchell DeClerck, working in criminal defense, adoption, estate planning, and real estate transactions. Passionate about property law, Luke focused on Oil & Gas and Title Exam issues, now applying his expertise to commercial real estate. Licensed in Texas and Oklahoma, he enjoys flying, gardening, and learning new skills. Luke is actively involved in Denton Bible Church and has a keen interest in aviation and bargain hunting. 

Asher Ang


Asher is a securities attorney specializing in structuring and offering securities for private equity funds, hedge funds, commodity pools, syndications, and startups. With extensive experience in forming and structuring hundreds of offerings valued over $8 billion, Asher ensures compliance with federal and state regulations. Licensed in 7 states and a registered investment adviser, he also holds American Jurisprudence awards and has traveled to over 40 countries, speaking four languages. A published author and one of the youngest graduates from the University of Oklahoma College of Law, Asher is deeply interested in banking, finance, and capital markets. 

Kerri Panchuk


Kerri Panchuk is a Senior Associate Attorney with Kelley Clarke, P.C., specializing in commercial and civil litigation, premises liability defense, and real estate litigation. She has a rich background in defending professionals against litigation and regulatory complaints. A graduate of Southern Methodist University School of Law, Kerri is also a published author in commercial real estate and mortgage finance. She is a member of the State Bar of Texas, the Dallas Bar Association, and is admitted to practice in the United States District Court for the Eastern District of Texas. 

Timothy Dean


Tim grew up in the Pacific Northwest and earned his Political Science degree from the University of Washington in 2009, followed by a law degree from the University of Georgia in 2013, where he was active in moot court and mock trial. He started his career in Georgia representing insurance companies in civil litigation and later moved to New York, discovering a passion for real estate. Tim joined Kelley Clarke in 2023. Outside of work, he enjoys lawn care, supports UW and UGA sports teams, plays musical instruments, enjoys karaoke, and loves road trips in the mountains.
